By Atif Khan
ISLAMABAD: The government is set to promulgate the Energy Conservation and Management Ordinance to conserve electricity and ensure a subsequent reduction in load shedding, sources told Daily Times on Thursday. The proposed ordinance would focus on provisions of codes, standards, energy reporting, labelling, testing, mandatory audits, fines, incentives and scrutiny of energy users. The Environment Ministry would consult the stakeholders concerned to finalise the draft ordinance, the sources said.ENERCON: The government has tasked the National Energy Conservation Centre (ENERCON), an attached department of the Environment Ministry, with co-ordinating meetings with the stakeholders to incorporate their inputs in the proposed ordinance. The government, according to the sources, would provide a “comprehensive plan” in the ordinance, urging people to conserve electricity. The sources said the ordinance would enable the government to start an “electricity audit” of different departments and private sector institutions. Energy saving measures would help reduce the volume of subsidy being given to all sectors. The government has already adopted an energy conservation plan to save 1,000 megawatt of electricity a day, as the clocks were advanced by an hour on June 1 to use maximum daylight. The use of energy savers has also been encouraged. The sources said the country was facing a shortfall of over 4,000MW of electricity and the government would need to induct 6,000MW by the end of the next year to end load shedding.
