* FCC secretary says no need to construct Kuri Landfill * CDA officials say they declined the offer as Kuri project contract has been awardedBy Atif KhanISLAMABAD: Fauji Cement Company (FCC) has made an offer to Capital Development Authority (CDA) to lift 500 tons of garbage from the dumps and convert it into fuel to resolve the garbage disposal problem on permanent basis, FCC Secretary Brig Shabbir Ahmed told Daily Times.“We have reached an agreement with the CDA to collect and covert the garbage into burnable fuel,” said Ahmed. He said a delegation of Kuri and adjacent areas had visited his office and expressed reservations against the Kuri landfill. He said FCC was ready to lift the garbage of capital, if CDA allowed. He said according to an agreement between CDA and FCC inked in August, this year, FCC would lift up to 500 tons of garbage from the H-10 open dumping site. However, he said the CDA had directed them to lift the garbage until the construction of landfill at Kuri.He said they had installed a Rs 300 million plant to convert garbage into burnable fuel and another similar plant was in the pipeline from Austria and they could convert whole garbage generated by the capital into energy forever. However, the CDA officials said they had declined the FCC offer to lift garbage on permanent basis. “We have floated tenders for the Kuri landfill project and after following proper procedure have awarded the contract of the project to a company,” said CDA Senior Director Mustafain Kazmi. He was of the view that since the contract of landfill project had been awarded they could not stop it. He said no environmental hazards were associated with the project.It is worth mentioning that the 100-acre Kuri landfill project in Kuri village, Zone IV of capital, has an estimated 30 years life, whereas FCC is ready to lift the garbage forever. The environmentalists and Pakistan Metrological Seismic Department have been resisting the Kuri project since 2006. They have declared the site unsuitable for a landfill and asked the CDA to look for another site for the purpose.They said Kuri was located on seismic fault line and in case of a major earthquake; waste could seep into the water channels and affect underground water quality of whole Rawalpindi. The residents of the area said CDA should reconsider construction of Kuri landfill after FCC’s offer. According to CDA sources, more than 600 tons of garbage, generated daily by the residents, is dumped in the open in H-series sectors, ignoring repeated warnings by conservationists against the exercise’s adverse impact on the environment of nearby residential areas. The sources in the CDA told Daily Times that Kuri landfill was discussed at top levels repeatedly after the proposal, however the final decision would be taken by the CDA chairman who is on leave.
